Arnold Rougee warning about his lying and Trustworthiness

Is it possible to make a blanket statement about someone's trustworthiness based on history? Is it possible to warn the investing public to avoid investing with someone whose track record is really bad and full of failure? Is it a right and just cause to call somebody out if they're found to be untrustworthy?  Consider this a warning. 

What is trustworthiness? Dictionary.com describes it as: the quality of being deserving of trust or confidence; dependability; reliability: We look for students who exhibit the highest ethical standards, as demonstrated by honesty, trustworthiness, and high moral character. 

The purpose of this blog is to warn the general investing public of handing over your hard earned income to people who are not Trustworthy. 

Mr. Rougee, originally form the Dallas, TX area started a variety of businesses' over the years. According to Bizpedia;

Many of these 14 entities required Mr. Rougee to raise investment capital. That begs the question; did any investors get a rate of return on their investment? For that matter, did they ever receive ONE penny of their original investment back?   

Those are the questions better left to the individual investors. 

However, I personally know one investor who put up $250,000 with Mr. Rougee and he lost his entire investment. Did all the money go to the equipment proposed to cost $250,000 or did Mr. Rougee syphon off a chuck for himself?  Only Mr. Rougee knows the answer to that question. However, its much uglier than that.
